The measurement is to go above you foot, to below your knee pads, so they don't interfere with them.
Pretty good overall, need to be held in place with socks or a straps, a bit sharp at the edges especially at the ankles.

Worth It..
These pads cover plenty of skin on the shin. All but the hardest of blows are shrugged off. Totally worth having.

Reliable, well made
I like these shin guards, however I have noticed they are a little difficult to maneuver and get properly set up. Once they are on though, you're all set to take some pretty solid hits!
